Preheat oven to 350 degrees and line baking sheet with parchment paper.
In a medium bowl, whisk together flour, baking soda, cream of tartar, salt, cinnamon, ground ginger and cloves. Set aside.

Add molasses, egg, and vanilla extract. Mix until combined.
Add dry ingredients and mix until just combined.
Stir in chocolate chips and caramel bits.
Using a small ice cream scoop, scoop out cookies onto baking sheet.
Bake for about 12 minutes.
Let cool on baking sheet before transferring to wire rack.
